Allowances in Snowflake

When Resolvers are set for an EIN through Snowflake, a user is able to set an Allowance for each Resolver. Each Allowance opens up a payment gateway between the user and the Resolver. Through this payment gateway, the Resolver is able to facilitate direct and indirect HYDRO token transfers on behalf of an identity. Resolvers should enforce in contract code a strictly rules-based, decentralized allowance-management method to prevent vulnerabilities or undesired allowance-management.
